| Pest Control Policy for Indiana Schools How did we get here? 1996 to 1998 Purdue University and Indiana University collaborate on an integrated pest management program for Monroe County School Corporation near Indiana university. Simpson introduces SB-524. 4/99 Shelbyville school pesticide incident. 5/99 Indiana Pesticide Review Board (IPRB) appoints a committee to develop proposals for schools and child care facilities. 6/99-11/99 Committee and Board hold a total of seven meetings on topic. No schools were represented, despite requests for input and participation. 11/22/99 Meeting with school associations, IKE, and IPRB representatives. 12/14/99 IPRB adopts recommendations. 3/07/00 Broad Ripple High School pesticide incident. 6/13/00 Public school management associations publish their own policy and recommends immediate adoption by public schools. 6/15/00 IPRB asks Dave Scott to reconcile policies. 6/22/00 Sen. Gard congratulates public school management associations and asks them to keep her involved. 7/31/00 IPRB reviews minor changes and determines that school management association policy has serious flaws. 10/15/00 IKE develops composite policy that forms basis of legislation. 10/16/00 Indianapolis Public School District adopts policy similar to the version in the legislation. Implementation goes smoothly. 11/16/00 IPRB votes unanimously that legislation should wait until schools have had more time to voluntarily adopt policy. 1/01 Sen. Gard introduces SB-143. and Rep. Avery introduces HB-1250. 2/05/01 Sen. Gard holds hearing on SB-143 2/16/01 School management associations, Purdue and regulatory agencies meet to resolve differences in the competing policies. 2/21/01 Rep. Porter holds hearing on Rep. Avery’s HB-1250. School management associations commit to full adoption of the recommended pest control policy. 2/26/01 House Education Committee decides not to pass HB-1250, wanting to give voluntary adoption a chance. School associations commit to 100% adoption by July 1, 2002. 3/7/01 Indiana School Board Association publishes a revised model policy that addresses most concerns of stakeholders. 3/30/01 House Education Committee adopts House Resolution 125 which directs the Office of Indiana State Chemist to publish a status report by December 1, 2001. 12/1/01 Office of Indiana State Chemist publishes status report on policy adoption pursuant to HR-125. 1/04 Indiana School Board Association publishes a list of schools that have adopted the policy. 12/07 Indiana Pesticide Review Board opens discussion of a draft rule to require that pesticides used in places occupied by sensitive populations (children and the infirm) be applied by a certified pesticide applicator. This rule would convert some provisions of the Indiana School Pesticide Policy into requirements. |
