#1 Effective Clean-up:  Options and Latest Research – Wed. 10:30 to 11:45 am 

It is the dust not the chips that does most of the damage to children these days.  So how do you clean up the dust and keep the area clean.  Just as with our understanding of the health effects, our understanding is evolving and the scientists at the University of Cincinnati are playing a key role.

 

Bill Menrath from the University of Cincinnati will provide an update on the latest research and give participants insight into the most successful methods to respond to that research.  If you want to get the latest work on effective lead dust prevention and clean-up, sit in on this session.

#2 Exhibitor Presentations: Hazard Reduction Wed. 1:30 to 2:30 pm

As lead-safe work practices become commonplace, contractors are looking for the right equipment and supplies to reduce their costs and their time commitment while still meeting EPA’s tough clearance standards. The market has responded with innovative products, enhanced training, and better ways to handle information. Getting this information will allow us to protect kids while stretching the dollars farther.

 

Exhibitors will make brief presentations describing the merits of their latest products and ideas to help you stay on top of the issue. Each exhibitor with a service or product to make lead-safe work practices more effective or efficient will given 10 minutes with time for questions and answers for all exhibitors at the end. Only exhibitors that are sponsored by an Indiana organization will be allowed to make a presentation. Any Indiana organization using the product can serve as a sponsor.

#3 Getting in the Healthy Homes Information LoopWed. 2:40 to 3:40

A great deal of information on lead poisoning is available on the Internet and in other places. Parents, healthcare providers, advocates, public health officials, housing authorities, and contractors are among those who need information to understand and effectively deal with lead poisoning and other environmental hazards in the home. 

 

Information ranges from very simple text explaining what lead poisoning is and how to understand it, to very complex research information for professionals on asthma triggers. Attend the session and learn how to find this information, locate government agencies, and private organizations that provide data and statistics. What list serves and web pages are available? How do you sign up to receive newsletters and list serves?

 

Discover how to find other parents who offer information, understanding, and support, and sign up for their websites and newsletter. Learn how to do literature searches on Pub Med and request the copies of the articles. Find out how to use CHID from the National Institute of Health, how to locate HUD, EPA, and CDC information, and how to access organizations such as the Alliance for Healthy Homes. Get a reference list of resources available on the Internet.

 

Not all the information is available on the Internet. Your local public library, health departments, and agencies also have printed information. Learn how to locate and request these documents.

 

Joan Zivich, a medical librarian at Community Hospital and Community Healthcare Systems, is back by popular demand to show how to get in the Healthy Homes Information Loop.  Last year, she focused on lead poisoning.  This year, she is expanding her focus to capture most healthy homes issues.

#4 Disclosure Enforcement:  Contractors and Landlords – Wed. 3:50 to 4:50 pm

Since 1996 landlords have had to make specific disclosures to tenants regarding lead-based paint hazards.  Since 1999, contractors have had to give pre-renovation notices.  But research in Indiana suggests that compliance is poor - especially in low income communities that need the information the most.

 

This session will explain the requirements and the various methods EPA and HUD as well as a local advocacy groups are using to improve compliance.

#5 Exhibitor Presentations:  Monitoring and Assessment  – Thurs 9:15 to 10:30 am – Salon 6 & 7

The technology to identify lead hazards continues to improve. X-ray fluorescence is easier but still expensive. Costs are dropping for labs and turnaround time is getting better. Even the simple chemical swabs are playing a critical role. Staying on top of the technology can help you make better use of your time, reduce compliance costs, and improve the accuracy of the work.

 

As Indiana struggles to improve its programs to find and help lead poisoned children, we need the latest technology to make it work faster, cheaper and better. The technology may be a new field blood-testing unit, electronic data transfer, catchy new educational materials, or a program to simplify case management. The technology to identify lead hazards continues to improve. X-ray fluorescence is easier but still expensive. Costs are dropping for labs and turnaround time is getting better. Even the simple chemical swabs are playing a critical role. As we scale up efforts and push the responsibility to local health departments, the bottom line is that we need use the latest technology.

#6  IDEM Licensing, Compliance and Enforcement Thurs. 10:45 am to 12:00 pm

The Indiana General Assembly directed the Air Pollution Control Board to revise its lead licensing rules by July 1, 2003 to conform to HEA-1171. IDEM and the Indiana Air Pollution Control Board were up to the challenge and finalized the rule in early June 2003.  The rules should be final in October 2003.  

 

This session will provide an opportunity for participants to discuss the new rule and related issues with key representatives from both the Indiana Department of Environmental Management and U.S. EPA Region 5.
