#1 Assessment & Monitoring Technologies – Wed. 10:30 to 11:45 am - Salon 6 & 7 The technology to identify lead hazards continues to improve. X-ray fluorescence is easier but still expensive. Costs are dropping for labs and turnaround time is getting better. Even the simple chemical swabs are playing a critical role. Staying on top of the technology can help you make better use of your time, reduce compliance costs, and improve the accuracy of the work.
As Indiana struggles to improve its programs to find and help lead poisoned children, we need the latest technology to make it work faster, cheaper and better. The technology may be a new field blood-testing unit, electronic data transfer, catchy new educational materials, or a program to simplify case management. The technology to identify lead hazards continues to improve. X-ray fluorescence is easier but still expensive. Costs are dropping for labs and turnaround time is getting better. Even the simple chemical swabs are playing a critical role. As we scale up efforts and push the responsibility to local health departments, the bottom line is that we need use the latest technology.
Exhibitors will make brief presentations describing the merits of their latest products. Each exhibitor with a hazard assessment technology will be given 10 minutes with time for questions and answers for all exhibitors at the end. Only exhibitors that are sponsored by an Indiana organization will be allowed to make a presentation. Any Indiana organization using the product can serve as a sponsor.

#2 Landlord Liability and Responsibilities – Wed. 1:30 to 2:30 pm – Salon 6 & 7 For the first time, Indiana has a law – HEA-1013 – regarding the general responsibilities of landlords and tenants for leases signed after July 1, 2002. This law is directly linked to local housing codes. As a result, several Indiana communities are considering revisions to their local code. Both the law and the code revisions should have a direct impact on environmental threats in the home – especially lead hazards. They will also have a direct impact on a landlord’s liability –helping to distinguish between the landlord who takes care of property from the slum landlord who profits from a tenant’s lack of alternatives.
This session will review the new landlord-tenant law, its connection to local housing codes, and the implications for lead poisoning. There will be extensive time for questions and answers with opportunities to contribute ideas to suggest solutions to concerns raised.

#3 Mold: What to Do? – Wed. 2:40 to 3:40 Mold is becoming a concern for many families. Apartment buildings have been closed due to mold. Families have evacuated their home leaving most of the belongings behind. Insurance companies are excluding all liability for mold repairs or injuries from homeowner policies. The state now must investigate complaints about mold (and other air toxics) in schools and propose solutions. Like most states, Indiana is grappling with the issue and unsure of the options. However, leaving families in the cold unable or unwilling to live in their home is a challenge we must confront.
This session will explain what mold is, how to determine if it is a problem and how to get rid of it. It will also discuss the options for families confronted with mold in their homes and the community services that must determine how best to respond.

#4 Latest Word on Lead-Safe Work Practice & Technologies – Wed. 3:50 to 4:50 pm – Salon 6 & 7 As lead-safe work practices become commonplace, contractors are looking for the right equipment and supplies to reduce their costs and their time commitment while still meeting EPA’s tough clearance standards. The market has responded with innovative products, enhanced training, and better ways to handle information. Getting this information will allow us to protect kids while stretching the dollars farther.
Exhibitors will make brief presentations describing the merits of their latest products and ideas to help you stay on top of the issue. Each exhibitor with a service or product to make lead-safe work practices more effective or efficient will given 10 minutes with time for questions and answers for all exhibitors at the end. #5 Sharing Addresses of Homes that Poison Kids – Thurs 9:00 to 10:30 am – Salon 6 & 7 The HUD rule mandates that housing agencies investigate potential lead poisoning cases in the homes they manage. In Section 8, the housing agency must submit a quarterly listing of addresses to the local health department. They and must check any lists they received from the health department to determine if their Section 8 property has poisoned a child. Unfortunately, the communication has been one-sided. Medical confidentiality concerns have caused the state and many health departments not to share addresses.
Fortunately, Indiana’s new law – HEA-1171 – changes the situation. Health departments must share lead poisoning information including addresses of homes that may have poisoned a child with local housing agencies to help them implement the HUD rule. The rule applies to blood lead tests performed after July 1, 2002. With this mandate in place, we need to ensure this communication occurs effectively in a manner that respects the privacy of families with a lead poisoned child.
This session will include presentations by Indianapolis health and housing agencies that have been sharing addresses for several years. They will explain how they do it and lead a discussion to come up with proposals to help health departments and housing agencies across the state meet the mandate, protect children, and help prevent the house from poisoning again.
This session will begin with a short review of the requirements and a brief introduction of perspectives and successes in Indiana. The session will provide significant time for questions and answers.

#6 Revisions to IDEM’s Licensing Rules – Thurs. 10:45 am to 12:00 pm – Salon 6 & 7 The Indiana General Assembly directed the Air Pollution Control Board to revise its lead licensing rules by July 1, 2003 to conform to HEA-1171. Rules to license sampling technicians will be set and license schedules will be revised. This rule revision is a great opportunity to also clarify requirements in the existing rule that have caused confusion. IDEM is expected to be at a critical stage in the rulemaking process.
This discussion forum will provide an opportunity to make comments on the draft rules and discuss ideas to make improvements. IDEM will be on hand to listen to ideas.
The discussion forum track is different from the other sessions. Instead of speakers making their presentation and taking questions, the discussion forums will be an interactive discussion among participants in a roundtable setting. The discussion will be less structured with extended time for sharing of ideas and opinions among participants. Because of the nature of the forum, the number of participants may be limited. So plan to get be there early.
