#3 Getting Contractors to Use Lead-Safe Work Practices Wed. 2:40 to 3:40 Salon 8 Many children are poisoned because paint is sanded with dry sandpaper or paint chips from water blasting exterior paint is left on the ground for children to find. Yet the solution is easy - use lead-safe work practices when paint in pre-1978 housing is disturbed unless you know it is not lead-based paint.
So why aren't contractors using these methods? Are they that time-consuming or costly? Is it simply a matter of ignorance?
At this session, we will explore the issues and potential solutions. Concerned parents, landlords, contractors, and environmental health specialists should attend this session. #4 Paint Retailers A Weak Link? Wed. 3:50 to 4:50 Salon 8 Despite efforts to train the retailers, they still give out dangerous advice and recommend work practices that are generally illegal in Indiana. In Indianapolis, 71% of paint retailers surveyed in February 2002 provided advice that is likely to lead poisoning in a child living in the home. To help change this disturbing practice, Improving Kids' Environment has been working with the National Paint and Coatings Association to develop and promote training for clerks and real accountability measures. The NPCA is planning to rollout its new training early in 2003.
At this session, we will explore what has been done and what needs to be done to change the advice that paint retailers give to contractors and do-it-yourselvers. Concerned parents, contractors, and environmental health specialists should attend this session.

#5 Hazard Disclosure: Improving Compliance Thurs. 9:00 to 10:30 Salon 8 Since 1996, owners and landlords must disclose lead-hazard information in pre-1978 property when it is transferred by sale or lease. Compliance is improving, but there are regular reports that some landlords flaunt the requirements. Some owners and landlords ignore lead hazard information that must be disclosed. EPA is beginning to take enforcement action in Indiana, a. And thousands of homes across Indiana are being checked for lead.
In addition, since 1999, contractors must formally notify owners and occupants in pre-1978 housing when they are disturb more than 2 square feet of potential lead-based paint in a room. While many contractors are complying, some contractors, especially specialty contractors such as window replacement and flooring installation firms, appear to be oblivious to the requirements.
This session will begin with a review of the EPA requirements and recent EPA enforcement actions. Then we will discuss the effectiveness of the disclosure requirements and how to increase compliance in Indiana. Everyone should consider attending this discussion.
