Proposal for Paint Producers to Improve the

Quality of Retail Surface Preparation Advice

Goal:    Enure that retail customers and contractors receive competent advice regarding surface preparation where lead-based paint may be present.  Specifically, in pre-1978 housing and child-occupied facilities, the advice should include recommendations that:

1.                  Lead-safe work practices be used whenever lead-based paint is known or presumed to be present;

2.                  Customers of stores or contractors receive EPA “Protect Your Family from Lead in Your Home” pamphlet;

3.                  A risk assessment be done when children may be present in the home or facility and dangerous work practices have been or may be used; and

4.                  A lead inspection be done to identify where the lead-based paint may be located especially in a home or facility built between 1960 and 1978.

Train Store Clerks: 
(2 hours in-store)
1.	Review “Ten Questions” Handout;
2.	Review HUD Field Guide;
3.	Take HUD On-Line Visual Assessment Training; and
4.	Take on-line test offered by NPCA.

Monitor Store Clerks:
1.	Performance appraisals; and
2.	Periodic phone surveys using “Ten Questions” of clerks by research firm.

Modify Product Line:
1.	Add lead-safe work practices supplies;
2.	Put caution signs near supplies used in dangerous work practices; and
3.	Post signs and brochures to help customers understand hazard.

Text Box: Contractor Sales Controlled by Paint Producer

Train Sales Reps: 
(4 hours in field)
1.	Take HUD-approved lead-safe work practices course; and
2.	Same training as retail store clerks including on-line test offered by NPCA.

Monitor Sales Reps:
1.	Performance appraisals; and
2.	Periodic phone surveys using “Ten Questions” of reps by research firm.

Modify Product Line:
1.	Add lead-safe work practices supplies.

Special Services:
1.	Periodically offer as needed a HUD-approved lead-safe work practices training for contractors.
